Hazardous living conditions, no service from apartment complex

My 96 yr old mother rents a $1,800/mo apartment & management refuses to make repairs. The elevator did not work for three days which prevented her from leaving because she cannot walk down 4 flights of stairs consequently she was a prisoner in the apt. Management should have fixed the problem immediately not three days later. The bathroom ventilation fan has not worked in 6 weeks. After numerous complaints management finally sent maintenance, who did nothing except remove a dead roach from the fan, & the problem is worse because now it doesn't work at all & overheats. Landlord accused Mom of breaking the fan which is untrue & additional requests for maintenance are ignored. Management told Mom to move if she isn't happy. Construction is ongoing & trucks constantly block her assigned handicap parking space.
