Computer - UPS delivery Service

When tracking my package the website said it would be delivered on Monday. When I checked the website on Wednesday it said the package had been delivered twice with a signature required and that no signature was gotten. I contacted the sender in N.J. And yhey said they did not send the package with a signature required? They informed me that was something UPS took upon themselves to do? What happened? When I finally saw my UPS driver he had the package and told me that because the route to my business had become longer due to a Cal Trans project that the "office" had told him not to deliver to my location accept once a week and to just punch in the code for no signature gotten on the days he had a packagethey wouldn't let him get here with. It was infuriating that the company would use a bogus computer code to cover their decision not to let their driver travel the longer distance to get to my business for the next month and a half (the time Cal Trans says the ferry will be out of service).
