Order Knife Sharpener - buy one get one free

Ordered knife sharpener and was supposed to get one free. I paid the additional shipping charge for the second knife but never received it. I called twice and still, as of today, have not received the additional knife! This has been dragging on since March! I want my additional knife or a refund of shipping charge.
