Used scare tactics about a data theft from their facility in Oakdale MN. I have no student loans with them

I received a letter from ECMC stating some of my personal information had been compromized in a data theft from their Oakdale MN location. They want me to enroll in a Triple Alert Web Site to help identify potentially fraudulent use of my information. They say it is free. They provide an activation code. I did not go in an activate as this seems fishy to me. I do not even have student loans with them. My thinking is that once you activate, they nab you for charges.
