Are these people a scam?

I received a text message to day telling me to call this number or go online to claim my $100 gift card. All I had to pay was 1.95 for the shipping and handling. I asked him how did I win and he told me I submitted a survery. He could not tell me when it was submitted. Is this real or just another scam to get people's credit card numbers?
