Said i won $88,250

I received a letter stating that I had won $88,250. Along with a check in the amount of $3,250 to pay for taxes for non resident government tax. Tax amount was $2,450 and I should contact Carrie Regan at 1-905-781-6887. Tried that number several times and got a recording stating the mail box was full. I finally got through to Ms Regan and she stated that when I used my debit card at Penney's, Kohls, Walmart, Home Depot or maybe Lowe's that my name was attached to an entry slip and I had the winning numbers. She stated she would activate the check and I should deposit it into my checking account and once they verified that I had deposited it they would contact me and tell me where to pay the tax and then send me the balance of my $88,250 that I had won. I said this doesn't seem right, she said what do you mean, I said this just doesn't sound right that I won $88,000 and she hung up.
