Outrageous Electric Bills

I have been living in my home for 11 years. Within the last two years, my bills have been ridiculous. I have contact Pepco, made comparisons against bills and everything. I may have bills ranging from $229 to $779 and this shouldn't be. It's like I am being forced to move away from my home. I get all types of stories like the rates went up 50% to keep your temperature down on 68. I have done all of this. No one is even in my home during the day, so I don't see why this is going on. I need something to be done. Right now, my bill is $4,387.00. I pay on it every month, but I just can't afford it.
