Terrible Customer Service, Price too high for captive customer base

Global Tel Link cost to a captive customer base is over priced, customer service does not correct problems with lost/dropped call, will not refund money for lost calls that can not connect due to faulty equipment on their end. Who regulates this phone company? I worked for a phone company for 34 years and that company was regulated by the Oklahoma Corporation Commission. Complaints could be filed against phone companies that were not taking care of their customers correctly or for not providing the service that was paid for. Does the Oklahoma Corporation Commission have authority to investigate complaints against this company?
