Myself, Will, (Wally, Charlie (Sgt Maj), his girlfriend and myself
parked Will's urban assault vehicle) (UAV) - (a 90's model Ford -
rough around the edges - blue green in color Ford Wagon) - in the
parking lot across the street and to the East of the Hard Rock Hotel in
the strip mall that has multiple shops including a CVS Drug Store and
Pizza joint. As background information we had frequented the same CVS
store cited above in the am prior to the Rugby match and purchased
energy drinks, beer, ice, athletic tape etc. Following the Rugby Matches
we returned to the same CVS store and purchased more Beer, snacks, ice
etc. We returned to the Hotel to have a few beers and then go to
dinner. Following Dinner we parked in the CVS parking lot and walked
across to the Hard Rock for a few beers to say bye to SgtMaj who was deploying then to the Paradise Club for a
few dances. We exited the Paradise club and went to the Pizza joint in
the strip mall where parked - had a bite and talked. As we walked out
of the Pizza joint, a tall slender male and a girl walked by and said
you have been "booted" in a smart ass way, we all looked at each other
and asked what the hell does that mean. We realized that Will's UAV had
a big yellow/orange clamp looking device w / a rod protruding from the
base attached to the drivers side front tire. We immediately started
asking the two thugs in the parking lot what's going on - they
apparently lie in wait for potential victims (Tourists) to fall into
their trap - and they rudely replied that they had to finish w / their
other "customer" (victim). While waiting we perused the signage on the
light poles in the parking lot and realized that that this was a scam
because there existed small signs that stated "for customers only" but
did not reflect time limits / store validation requirements / or any
specifics that a customer could read to determine if their stay would
fulfill the unwritten requirements of a "customer". Upon the two thugs
approaching Will's vehicle, Will demanded explanation for the
de-mobilization of his UAV. The thugs said we left the parking lot, and
we informed we had frequented the CVS store multiple times during the
day and had just purchased $50.00 worth of Pizza and provided a receipt.
The two thugs said that we had to pay $200.00 "CASH ONLY" to get the
"Boot It" device removed or the vehicle would be towed. We explained
that we were not paying the $200.00 and that we were customers of the
stores. They did not care, they demanded payment and said this was a
civil matter and the cops would do nothing. While standing - a middle
aged man came and stood w / us and he said he was a Las Vegas resident
and he and others were trying to get this rid of this parking lot scam
as they have been victimizing people for the last 6 months and he never
seen anybody get away w/out paying the thugs. The man also said that the
strip mall owner hired the tow truck guy to perform this service and he
apparently hires the thugs. We then noticed a patrol car w / a traffic
stop just outside the parking lot and waived them over and I called the
Las Vegas Police and they said it was a civil matter but would send a
unit out. Meanwhile, I attempted to remove the orange device and the
male thug started to approach me and I said you put it on w/out our
permission and I am removing it w/out yours - remember this is a civil
matter take me to court. He then started walking to the other side of
the vehicle where Wally was leaning up against the car in close
proximity to the rear passenger wheel, the male nudged Wally to get him
out of way so he could place another device on and Wally replied get
away from me. The guy put another device on. Meanwhile the patrol car
from the traffic stop arrived and heard both sides to inform us that it
was a civil matter but they really did not agree w / this parking lot
arrangement. The thugs demanded payment and Will asked the Cop if he
drove off and broke the devices would we be charged and the Cop said no,
he would only stop us if the devices stayed attached while on the
roadway. We informed the thugs that we were not paying and they called
the two truck. Meanwhile another patrol car came and just stayed in
their vehicle watching. The two truck arrived and Wally and I said "you
are not towing the vehicle", the owner of the tow truck said tow it,
Will then said if you tow the car - Wally is going to charge your guy
for assault - that caught the two truck owners attention - he then walked
back to his thugs and they began yelling at them for him to not let us
go (they wanted their cut of the $ obviously). The owner again
asked if we were going to press assault charges and will said yes, if
you proceed to tow. The owner said he would not tow and the girl rudely
and aggressively demanded that I return her Orange - Bogus tow citation
back to her and I stated that this was a "Civil Matter" take me to court
to get it and get away. The thug girl then told the officers we were
drinking and Will replied, I am the designated driver and do not drink.
We then provided the Las Vegas resident w / all pertinent info and left.

Please put and end to this scam and set up legitimate parking
regulations. My family and team are customers of CVS and this practice
is hurting your business. We the Marine oldbreed have decide not to return next year to Vegas.
