Withholding W-2 is illegal

I worked for Adecco for 6 months during 2009. It's now tax time and I haven't received a W-2. I gave them my new address in December of allowing them plenty of time to update it. I even received an emailed reply from the branch manager confirming my address was updated in their system. Guess what? No w-2 yet. I have called several times since mid-January and they havn't received it in the mail so I can pick it up, but assured me they could print it out "soon." Every week I call and they say next week, next week. It is now mid-February and they are telling me the end of the month. I have looked into this and was told this is illegal to do. I have left messages for the branch manager and contacted their corp. HQ (in Switzerland!) by email. If I don't hear back, I will be filing a complaint against them with the IRS!
