Did not deliver account and Cover Up I supposed

Just like the other post on this issue in regards to Character.net. I also did not get my account. They gave me a $70 voucher plus I thought they would give me a free account for my troubles. It was too good to be true. I did not go through with the voucher thinking I was getting a free account. But after reading from usacomplaints.com. I did not want to risk getting burned again. I found out online that they are based on Korea. Here is a link. You can tell me if its true or not: http://www.aboutus.org/Characters.net. I was suspicious if they were even American after I went to googled: Is Characters.net a scam. And found a yahoo answer that lead me to the above link I wrote above. I emailed back and forth numberous times. I told them I was suspicious of them not being from USA and funny thing was they replied back with random facts about California (Where Iam from). I learned online that if you want to know if they are Americans or not, call them to ask about things Americans would know. If they have a Chinese accent or take a long time to answer your questions, they are googling it. Haha. Well I couldnt even call them. No phone service yet. So if you want to call them their customer online live chat seems always busy... I asked for their info so I can contact them by cell, facebook, myspace, addresses. And guess what? Its too personal and its not business we are doing anymore so he has no reason to give me a contact number. I gave him links to my facebook profile, myspace, and a print version of my address from my Bank account to show was evidence I was the buyer before all this incident happen. And now since I filed a dispute through paypal they want me to close it before issuing a refund? So they can run away with my refund? A dispute once closed means the buyer and seller has settled on an agreement. Send me my refund than I will close the dispute I wrote to them. If I get the money than its fair. Whats mine is mine and its proof in my bank account. If I click "close dispute" I cant reopen the case and they can take and run away with my money. It was simple. I just want to contact them and see if they are legit. Heck, let me talk to your friends/coworkers from America and Uk. Whatever! Anyway, I am just a little frustrated. Let this be a lesson to all buyers. Do thorough research before getting ripped off. God have mercy on them if they are thieves and forgive me if I am wrong.
