Rip off artists

I ordered a book which clearly stated that there was no charge whatsoever, whether or not you kept the book, which was entitled "The World's Greatest Treasury of Health Secrets". Of course, I should have known better.
Later I received a bill for the book in the amount of $47.95. I returned the book along with the bill. Heard nothing, thought the matter was handled. Now I am repeatedly receiving bills and threats to turn the matter over to credit bureaus.
There is no phone number to call on the invoices. Googled the name and the phone number is out of service.
How does a company this disreputable and dishonest stay in business? Where is the government agency to handle this? With all of the complaints I have seen, this company should be out of business and it's owners forbidden to operate such a business in the future.
These people are ruthless, but I am a court reporter and I am going to stand up for my rights. Somebody has to stand up to these people. Anybody out there feel like filing a class actions suit against this company in Federal Court? If enough of us get together, we can ruin them AND get punitive damages.
