Billed me twice and took the money twice sent rubbish product from china

This company billed and charged me twice for the same goods an american tv series (Alias Smith and Jones 70's western tv series).
The goods arrived from china 10 dvds in a video cassette case they are rubbish dvds of unwatchable quality (pixelated freeze ups and out of focus washed out pirated dvds). I have had two emails telling me my order was successful and guaranteed 100% satisfaction or money back. Received no replies to my complaints or queries to both gmail names.
The website has no address or contact phone numbers and there was nothing on the delivery note only chinese courier.
How do these scam sites get away with feeding off the ignorance and sincerity of customers? I have kissed away my hard earned dollars and learnt a painful lesson.
Caveat Emptor let the buyer beware these people exist out there and get away with it!
