Made me pay a $9.95 "refundable" registration fee to receive montlhy grocery rebate visa cards with $100 in gorcery receipts. Closed the doors and kept my money

This company asked for a $9.95 "refundable" registration fee to receive monthly rebate of a $25 visa card for 20 months with the submission of $100 in grocery receipts. Registration fee was to be refunded with first visa card. Sent in the $9.95 and then sent in my first rebate request. It was returned to me as undeliverable. They closed up shop and when you call the company a recording tells you that demand exceeded supply.
