Serial con artist, embezzler, thief who borrows money from poor friends and pregnant family members and dosen't pay it back

I had known Ramine for ten years when he asked me for some money to pay for a car repair. He always spoke like a conscious and honorable person. So I helped him out with his car repair, I bailed him out of jail when he drove in the carpool lane, I helped him pay his rent. He promised he would keep records, pay me back quickly, and act like a normal person. Over time he borrowed $20,000.
Then it took him a while to start paying after he got a job. Then he started cooking up stories about how he couldn't pay as much. Then he lost his job and stopped paying all together. He kept telling victim stories about how he was screwed by this company and that.
His behavior became strange and unreliable after that. When I became more adamant about asking for payment, he started turning things around like he was doing me a favor and that I was acting abusively towards him.
Eventually I tracked down his sister. She immediately went into how he had screwed her by borrowing tens of thousands of dollars which he never paid back. She told me he had a 4.0 grade point average at UC Berkeley. She also confirmed that he is a mentally ill and can't control his borrowing. He has no other friends because he scams everyone he knows.
He is a very persuasive speaker and is knowledgeable about many things. Unfortunately, Ramine is very sick and cannot be trusted with anything of value.
Apparently he doesn't steal when he's working, but when he isn't, he looks to his victims to support his sense of entitlement, spending their money like monopoly money.
