Debit from account

I was issued a check from my home owners insurance co. To do repairs on a rental house. The bank said that i had to put the money in a seprated account and they would give me money from it when i showed receipts of what i had purchased. My wife called the insurance co. And they had not heard of this and would give the bank a call to see what the problem was. My wife checked the account this am and the money was in our account and she said she assumed that the call to the insurance co. Paid off, she just checked it again and the $9000 was in pending to be a debit by Will Clark. How can we purchase items if we can't afford them without access to the money?
