Promo for free shipping and handling

Apologize for the delay but I filed with the wrong BBB on 12/5 online and never heard acknowledgment.

I purchased a rug runner at jcpenney for $59.49 because everything in the store was 15% off that day only. They did not have the item in store so had to catalog it and ship it to me. That same day they were offering an online promotion (called Jingle 49) for free shipping and handling on any purchase over $50. I went back to the store in person and they refused to honor the Jingle 49 promotion to me even though I spoke with the supervisor and already called jcp main number complaint department. Nowhere does it state the promotion can't be used on discounted items. Payment was made on my Visa credit card and I would like to be credited the $10.50 that they charged me for shipping just because the rug was not in stock!
