Pay increase declined by personnel

This complaint is about 2 issues:
Issue 1: Performance Appraisal Stocker signed by myself, the Hourly Supervisor, Salaried Manager and Facility Manager in September for a 40 cent raise, of which Personnel told me I would NOT receive. Is this not the same as a contract, and what gives personnel the legal right to refuse to give me the raise okayed by management? I consider this a breach of a contract since their are signatures on this form. I requested a copy from personnel, so I have a copy not the original which is in my file at Wal-Mart in Bemidji, MN. I am still employed their and may lose my job by filing this complaint, but I do not care! This is not right! Everything in my appraisal was positive. I just want the raise that was promised me for the diligent hard work that I've done for this company since July when I was hired.
Issue 2: Since hired at Wal-Mart in Bemidji, MN I have applied for every open position that has been posted, and feel I am more than qualified since I have a Bachelor of Arts degree from the college in this town, and also many years of experience in accounting, management and supervisory. I've been employed for 17 months now and have NOT once been interviewed for any open positions, NOT ONCE! I have gone to my managers and even the facilities manager about wanting to be considered, but NOTHING! I feel I am being discriminated against because I am going after what I want and am highly qualified for. I have found that the people who get the job advancements are people who waste company time talking and gossiping instead of working. I give a 150% every day I am at my job, and I guess that is NOT what Wal-Mart wants in an employee. What I see is if you want a promotion you must waste time and pretend that you care about your supervisor or manager. This is what us hard working employees call "Sucking Up" to get ahead, and this is something I refuse to do! My parents raised me to work hard, do my best in all I do, and to not waste time at my job. Sucking up was not a trait that they taught me to use.
