Taking charges for account protection plan but not allowing to use it

For the last 7 months I have been trying to contact a department within household bank credit cards for account protection plan which I have paying since I received the credit cards and all the time I have not been able to talk to someone, or I would get the wrong phone number. I was told on Dec 1st that the company has no records at all of me calling to apply the protection plan since I was laid off from job 7 months ago. They inturn told me someone would call me back to resolve this, now they say they have not received any calls from me. But meanwhile I am getting harrassing calls about me being late plus the interest rate is way to high. I told their represntative what was going on. He apologized again but told me I had to call them upto 180 days to call and activate my protection. That is well and good but every time I have called they gave me different phone numbers to rectify the problem. They were all bad numbers, plus no one has called me back after 7 months. Now today after finally speaking with a live agen over in India, they are telling me they are sending out the forms to fill out and they want the dates and times when I called. I can not get that kind of information and they know it, but now I am told I will not be able to activate my protection plan but they continue to take the charges out of my card. How can I stop them from stealing this charge and them telling me I can not use the account protection plan. But again they are taking the charges out plus the interest rate is 29.490% and there is nothing I can do. I want charges brought up against Household bank and their representatives for actually stealing money from me and lying to me about how I can use this protection plan so I would not have to pay large payments which again they are calling me up every 2 hours to harrase me. I am unemployed but getting unemployment insurance, but they don't care and their attitude is make the payments and you might not be able to activate the account protection plan which I have been paying since I got the credit cards. Isn't this a form of Grand Larseny or stealing funds? They purposley lie to you saying if you take out the account protection plan, it will cover you unvoluntary layoff until you get back to work? Isn't what that charge is for to protect you against rising rates. I mean come on isn't there something someone can do regarding the way the banks rip off people.
