Rude callers - constantly calling!

I have been constantly getting calls from 213-239-2891 GLOBALREACH INT.
Sometimes when I answer, nobody responds. Others times, there is a hesitation and a very rude caller will ask for my sister. When I say she's not in and can I take a message, they hang up!
I don't even know what these idiots are even calling about but as often as they call - at least 3 times every day of the week, they must be scam artists.
This company needs to be charged with harassing calls!
