Very Bad Leaky Roof/Bad Construction

My husband contacted Mr Romo to construct a porch including a cement floor and a wood porch. Which was to start the porch coming out from existing bldg.By the time he was finished and we got our first rain in over 6 months the water started coming in from the bad construction connecting the two connections. We called him and he came in, did a little patching but by the time the next rain came it poured in even more. My husband called several times but he kept giving excuses that he couldn't find his carpenter or other excuses and to this date he has not been able to come and fix the problem. We continue to fear the rain because the water will surely come in again. So we have been trying to contact other roofers to see if they can fix it but it is going to cost us at least $2,000.00 more.
