Construction problems, leaking roofs, subs not paid, permits incomplete, Project delays

I hired High Structures for retail construction project. Experienced months delay. Get calls from material suppliers saying that High Structures did not pay them and want to put lien. I normally pay High Structures within 1 day from invoice so they got their money. Went to the site after rain and saw rainwater gotten into building from 3 walls. Not just little rain, talking about most of the walls sections. I didn't know about these problems, so had already paid High Structures. I look at permits and missing structural approval and plumbing signature.in beginning, I thought I had picked a good construction company that I can trust. Painful lesson. I got a call from one one of their subs saying they skimped on nails and caulk.inspected the roof and saw many openings where water could go in all over plus incomplete stucco, cement work. Now I am stuck with leaky roof, incomplete permits, incomplete stucco. Still in process finding someone to fix this but not so trustful now.
