None delivery

I ordered online (shopping) seat covers front and rear for 97 Saab THE COST OF 500.
The delivery was never made from DHL 9/27.
State of Nine claimed to have sent a 2nd set on 10/6 and I never received them but DHL claim that I signed for them, (note not with my signing but with a code of numbers).
Contacted the company and 2/5 State of Nine claim to send out another set but to this date have not received them or my payment returned the business number now will not answer or voice msg and Ive sent several letters.
