Tried selling me his foodstamps card

Last week Otis hall Jr tried to sell me his foodstamp benefit card. He said it had around $75 worth of foodstamps and around $20 cash from Welfare. He said: give me $40 and you can have it. He gave me his PIN. I told him I didnt believe him that there was $ on the card so we went to the market and did a balance check on the machine and sure enough there was only $14 in foodstamps andd no cash! He tried to rip me off. Thing is, he did the same thing to my cousin 2 weeks ago, she paid him $40 CASH AND ONLY GOT $55 IN FOODSTAMPS.
