Ripoff taking time more than 3 months to hear a motion already filed rip off

My husband was never married to his oldest daughter's mother. His ex-girlfriend filed a motion to increase the amount of child support from $30/wk to $125/wk in the month of December 1998. It took the friend of the court 6 months to hear the motion of increase and granted to her which caused it to go into retroactive from the filing date of Dec. 1998.

Now he has an arrearage amount of over $5000. He has been paying extra so the arrears would go down. Well, he lost his job in Nov and so he went and filed a motion to decrease the amount of child support so he can still have money to support his youngest daughter who is now 2 years old.

The motion was finally heard in April and was granted to him but the support didn't go down much, it went from $125/wk to $100/wk but it still saved him $25/wk. The judge said that it would go into retroactive as of Nov 1.

Well, now it is June 14 and it still have not gone in effect. I purchased 3 flight tickets to Korea to visit my family mainly my grandmother who is dying on Feb 3 and also paid for the passports. His passport was denied because records showed that he has more than $5000 in arrears with the friend of the court. He went down to the friend of the court on May 28 and one of the staff members told him to pay them $650 towards the arrears and he should be able to continue processing the passports.

We have been waiting for a response. My lawyer even went down there on Thursday June 12 and they told him my husband still have to pay 300 more dollars. This is getting so frustrating seeing that I just paid $3000 in plane tickets and $250 on passports.

We know he is well under $5000 but the friend of the court is slow in processing the change in motion that the judge ordered. We are leaving on July 1st and we still have not had a straight answer why they have not put the change in motion in the computer. They also intercepted my husband's tax return which was $1100. I am in need of some help. I do not know what else to do.

I have contacted the national passport but they cannot do anything until the friend of the court put it in the system that my husband is under $5000. I even hired a lawyer. It is so hard to contact the friend of the court due to no human answering phone calls. I e-mailed lansing last night but I know I won't get a response until monday. I just don't want to lose out on a $1000 ticket and I really want my husband to see my family in Korea.
