Never sent items. Took money though!

This person who operates this site out-of his home in Illinois, Joe Deroen, offers fake DVDs and resells Mego memorabilia. Requested material from him and following a couple weeks of nothing I sent him really properly in regards to what was the hold up? He emails me back somewhat nastily informing me to hold back another month or have a return. I mentioned excellent, when the material is not accessible send me a return. At that time I really couldnot obtain a Paypal reimbursement for that $47 he required and not noticed from him again. I delivered a few more understandibly hot emails and also have never gotten an answer. Over annually later and also the man is somehow still running a business.
