Company took 3500.00 in 2008. No retunn call or no answer. I email them I get emailer-deamon

I paid 3500.00 for grant writing in 2008. I call for updates I get a person that will return my calls still waiting. I call now I get no answer so I emailed them now I get emailer-deamon. Looks like I am out of 3500.00. I would like to get it back, but don't know how to do it.
