Rebeca Casto, Earnest Marquez Took the money, Never Completed the Project, Refusing Reimbursement

This firm sought me out after a published news article was published that a contractor absconded with funds from a project.

Signed Contract with them Sept for a inground pool project to be completed within 30 days.

I was verbally 'musled' to pay the $44k project in full, in which I did.

They extended until end of October.

They extended until December.

They then executed a letter stating they could not complete until Early Spring 2009 (throughout the entire winter they left a hole in the north side of my home that was not discovered until mid Spring 2009 thus causing it to be impossible to warm the 1st fl of my home in Winter 2009).

In spring I constatly tried to contact the office of The Ground Up Construction, Rebeca Castro (President) & Earnest Marquez (General Contractor). Calls were ingnored.

Finally Earnest called back. Made 4 additional scheduled start dates, all were no call/no show.in Mid May spoke w/Rebeca Castro she stated that in Jan they had an issue with another project (had nothing to do with my paid in full contract) and they no longer were doing inground pools but were a landscaping company only. They would 'attempt' to put together a crew to complete.

Work schedule to begin again May 28th & May 29th. No call/no show.

I reached Rebeca Castro on the evening of the 29th. She stated this would have to be put off again and to top it off she was nasty, indignent and acted like I did something wrong.

I have contacted the BBB, Illiinois Attorney General & State's Attorney Office. This is predatory due to they 'sought' me out, took the contract money in full and have not completed the project.

Ms Castro continues to play the game info'ing the BBB and Attorney General that they will complete the project (or reimburse $2,300.00!!! I have quotes for the completion and both are for $10,000.00!!!).

No attempt has been made to schedule this completion. BEWARE this people come off as trusting and draw you in. When it comes time to complete or return your money it suddently becomes an issue as if you did something wrong.

This company and these principal players are more than likely taking other consumers for a ride.

Gas lines were never ran, electric lines were never ran, there is equipment on site (that has been there since Sept/08) that only carries a 1 yr warranty. There is no guarantee any of this stuff even works.

There are a multitude of missing items that were paid for withing the contract.

Rebeca & Earnest are great when they are getting you to sign a contract and collecting the money. After that they cannot be bothered and treat the consumer as if they stole the money from them.

Also, they represented themselves as having all the contracts for the City of Joliet Water Fountains, I cannot locate anyone within the City structure that has even heard of this company or these people.

Keep your money and hire professionals!
