Stellar Management Lied and Collected More Security then Allowed by Law

When I renewed my lease Stellar management increased my rent by $100 and requested $100 in additional security. I placed a $100 check in the mail, and was contacted by Stellar later to tell me that the check had never arrived. I told them not to deposit the first check should it ever arrive and placed a second check in the mail. They told me they would deposit only one check.

When I looked at my bank statement a while later I saw that both checks had been deposited. I immediately called Stellar and explained the situation. They told me that $100 would be transferred from my security account to my rent account.

A month passed an no action had been taken on the part of Stellar Management. I called again and was told to write a rent check of $100 less than my rent and the difference would be covered by the additional security.

My next bill showed $100 outstanding balance and $50 late fees. I called again, and explained the situation again, I was told this time it would happen, just to write a check for my full rent and not worry. My next bill showed $100 balance, plus 2x $50 late fees. The preceding happened multiple times.

At various times I asked to speak with supervisors, always ended up speaking with a different person. Was told many times that no one at Stellar management would do what I said had happened (I find it offensive to have a third person tell me that someone else did not tell me what I heard them tell me). I was also threatened and insulted by various employees of Stellar Management.

One full year later the matter has still not been resolved (I have been told that it is resolved perhaps 6 different months). Stellar is now holding more than 1 months rent (illegal), and I have little hope of getting back any of my security deposit without having to do a serious amount of work.
