Would not refund my money after I returned the merchandise

First I filed a dispute with PayPal and their reply was that they didn't receive the return. I had the confirmation number from the USPO that gave the delivery confirmation.

Then they would only offer a partial return. When I escalated it to a claim PayPal denied it and I will get nothing.
