Where's my Refund? - Drilled and Slotted Rotors (zinc coated)

I contacted Brakeplanet via chat many times on the status of my Rotors after waiting 7 weeks from date of order. Each time I was told they're at the Finishing vendor for zinc coating. A total of 12 weeks have gone by and the status has not changed. I asked them to have the Finishing house get my parts done. Brakeplanet tells me they can't pay expedite fees. Expedite fees after they've had them for over 5 weeks??? I asked what their turnaround time is. Customer support could not answer this. After another week I cancelled my order and was promised 100% refund in 3-4 days. A week later I've received nothing. I know about the Federal Trade Commision as previously mentioned. This looks to be my next step. It's amazing how a Company cannot control their supplier.
