Hiding debtors from lawful garnishments, vehicle liens and property seizure

I'm trying to collect legitimate debts for companies. I've ran into 3 different people from different states that I am trying to collect from and in each case Toxic Assets Recovery has a huge wage garnishment against these people that they will never be able to pay off. Toxic Assets Recovery also has liens on their vehicles and in one case we sent a sheriff to the door and the people had a rental contract that said Toxic Assets was even renting them their furniture. It has to be a scam but I can't find out how to get around it. If this is allowed to grow and continue it can really hurt people and companies whose legitimate debts will never be collected.
