Charged my Credit Card for $1400 and never received any services

Received a phone call and asked them to send informaion. They were to help me lower my debt and stated that "they must show a minimum savings of a least $2,500" They could not do any of this so within 30 day I cancelled and they were to refund me my money. I spoke to a gentlemen and he said within 60 days I would see the refund. It has been 7 months and have not seen this yet. When I called back they told me that they do not process the charge a second company does this. I called my credit card company and they said the company has closed. I am now $1400 in debt for services I never received. They will not let me talk to anyone and said that a supervisor will call me back. I am still waiting on that call!
