Not returning the $39.50 deposit after cancelling the account

When signed up the service the telemarketer told that the $39.50 deposit amount will be refunded back to credit card once upon canceling the account.

I canceled the account 2 months back and customer support people says they changed the policies and they'll return only a calling card for the same amount. Even that calling card is not provided till now.

This is a fraud company and never signup for this
