Is this a fake letter or lottery

I recieved a letter that suprise me too much from this company and it claims that I won a lottary and then I wanted to make a search about it then the only thing that I founf about this company from this website. Then I realized that Im not the only one confused. The letter SAys that I won 39.000 $ and they attached a check with my name and adress for 3.900 to pay aplication tax. Now because sunday I cant call those numbers which is written AND i really dont know what to do. I wonder if I can get this money and if the leter is telling true, because some consumers wrote reports about the same letter and lottary I wish some one can help me. If there is anyone may clarify this for me I would be happy
