Bank Account Frozen and Wage Garnishment Notice With No Prior Warning

Last year money was taken out of my bank account and it was frozen. I did not have any knowledge of this going to happen! NOW I just got a letter in the mail saying if I don't pay them 10% of my wages every pay period they will send notice to my employer. I got this from my Sheriff's department. I am a willow and I do not have that kind of money! Why did I not know any of this prior.
