2 bogus bills from verizon in one year-but i don"t even use verizon!

I received a bill from Verizon for services I did not order or receive beginning in December. I noticed the charges on my credit card in march. I called in to verizon to ask why I was being billed and they apologized and refunded the 3 months I was wrongly billed and told me that the account would be closed.
Then I was billed again for April, May and June and I called in again on December 16 after I received my first letter from their collection company A.F.N.I. After roughly 28 hours on the phone with verizon "customer service" I finally got those bills cleared up or so I thought. After speaking to 3 different Verizon supervisors and being given the run around through verizon's various departments I was told that my credit card would be reimbursed and the account with the collection company would be withdrawn.
It is now March 13th of 2009. I just got off the phone with verizon's "customer service" and have found that my credit rating still has a blemish because their collection agency A.F.N.I. Still has an open account for $50. And change and that MY credits were sent to A.F.N.I. To pay the account off with them.
Between yesterday and this morning I have spent a total of 10 hours on the phone with verizon "customer service" I have been told that my complaint will be reinvestigated by their "Offline Team" and it will be 2-3 business days before I get a response to a phone number that is not mine. When I tried to give the supervisor my actual contact information she told me that she couldn't change what they had in their system and basically hung up on me. I actually cursed her out at this point as I'd been screwed with for 3 hours this morning and 6 hours last night.
I can't possibly understand how if I am not a verizon customer and don't receive any services from verizon I can be billed and reported to a collection agency. Then in December when I called, verizon acknowledges that I wasn't in fact a customer and I was wrongly billed and reported to their collection agency and even to this day I shouldn't be receiving any calls or letters from A.F.N.I. Or have an open account with them but I still do for fifty odd dollars and change. Now I have to have my account reinvestigated to see where refunding my money and getting me out of the collection company's database went wrong within verizon???
Am I going crazy??? This can't possibly be legal or plausible yet it IS happening. I have all my phone calls to verizon "customer service" logged and the "bills" I was sent and letters to the collection agency and verizon. I also have comfirmation #'s for the calls with supervisors in December when verizon told me this situation would be taken care of. Any help with what to do from here would be welcome.
I will never use verizon for anything ever because if I actually had their services and I wanted to ask a question about anything I'd have to wait for 3 hours just to get a person on the phone to tell me they don't know or can't helpa dnto hold for an hour to speak with a supervisor whose job it is to be even more useless.
