False billing for 900 number useage

Through my Verizon account phone line which is hooked to my fax machine they claim that I downloaded software (through a fax machine!) using their 900 number.

The spurious bill was for more than $200.

This access to the 900 number never happened.

In any case, I have a cable hookup and do not bother with a phone connection to the computer.

I have written the Pennsylvania PUC inquiring if they oblige Verizon to facilitate such (censored) and am waiting for an answer.
