Advertising promise that never paid off

I was contacted for advertising by Metro Directories back in November. I was promised I would be the only one in my field to be placed on a map of my local areas to be passed out to my customers along with other Oil Field Companies. I was later (week) contacted to do a local community guide as well. I had seen a community guide done in my area in the past with good circulation. It has been 3 months now no maps or community guide. I was able to get a hold of someone at the metro directories number and told it would be out in January it is now March. The number is now disconnected and out $600.
