I pulled out $250 and now Capital one is trying to bill me $900, for $250 that I got out of the ATM

I open a credit card account with Capital One and pulled out $250 from atm machine now Capital One is trying to bill someone $900 for $250 that I pulled out of the ATM machine. This is a rip off how can some one bill you $900 for $250 makes no sense
