Rhodesian Ridgeback 8 week old puppy fighting for his life-Steve should be shut down

Toby was purchased by my daughter on Feb 12th. He started throwing up, having diarahea and very depressed. He was hospitalized on Sun. Feb 15th with Parvo. How can Steve get away with shipping sick puppies. She has not received any paperwork such as vet reports, not even the health certificate. He is fighting for his life now and has a 50/50 change. She is heart broken and the bill will be over $2,000.00. Steve is aware and has not called to check on him and still no paperwork. If in deed Steve was a caring breeder he would be following up with Toby's illness. He obviously does not have a heart. His "Kennel" needs to be investigated for the sack of all the other possible sick puppies that might be there. Steve has made my daughter very sad and worried, and has put her in a costly situation to save her puppy.
