Did not give me the $10 rebate/per month as stated. I filled out all paperwork and nothing. No contact from company. When I call it says it is processing

I filled out all the paperwork, made copies back on july 8. I call them each month and they say it is processing. I haven't recieved any response from them other than that. They are not fufilling their end of the bargain.
The registration form says it takes 8-10 weeks. It should be here by now.
