Lance Milan bouncing

Severe bouncing from back wheel area. Air inflation is correct... I need to know whether this could be an out of round tire, balance problem (can those 12" wheels be balanced?) or whatever other possibility there is... There is no dealer anywhere near me. Has bounced since delivery last year, but now is severe. Wheel does not appear to be loose. I need help with this problem. Thank you.
