Not fair judgement

I do have a parking permit for people with disabilities #204754 and i was parked under 1 single "no parking any time" legally on 10/14 at 6pm by 345 west 42 street right by the entres to "7eleven "store. Despite my permit on dashboard traffic clerk still issued me a summons # 7864483653. Also he made it wrong coded as a: code 14. I signed ticket as "no guilty "plea and gave brief explanations and my permit #. I made pictures to proof it[to show my car was parked under single sign]. I told issuing clerk "street sign work till intersection or till next sign"but he never listen me. When my appeal was denied i paid $115,00 and appeal it again. I explained it all second time and mailed pictures to show my car, single pole and "no parking "sign and address on summonses to overturn my guilty verdict but was declined again due to the issuing clerk mistake on code and appealing judge not knowing rules of street signs regulations. Why i should lose $115.00, being unemployed as i am due to other people lack of knowledge? What could i do to get someone actually read the dot rules and regulations?
