Charged $36.93 on my debit card

I was charged on my debit card $36.93 by www.help4bill.com. I did not sign up for any website I don't know how they got my information. When I go to the site, it is very vague. I have no clue what this is about.in order to "cancel" with them you need an email address, a user name and password which I have no clue about.

I have read several other complaints about this site where people were charged hundreds of dollars by them.
