Creative Director Artsho Artsho1 Took 80% of the money and did not finish the website

I know hes known for working with several popular model sites but I really don't care. Screw Me I'm telling. I hired several months back to do my first cosmetic website. Hes terrible with communication, gave me the run-a rounds, and until this day he has not completed the site. He wanted me to pay him $1,000 for website and I told him money is not my concern. My concern is that I receive the website back in a timely manner and that he would be able to do the specific things that needed to be done for the site. He wanted A $500 deposit up front. Stupidly on my part I gave him $800 upfront thinking he was going to quickly finish the site. Boy was I dead wrong. I have now paid 80% of the total amount and I have not received a finish product. He is the King of Kings when it comes to excuses. I told him that my colors are purple and gold. He gave me purple and pink. I would tell him I don't like the way something looks, in return would say that he doesn't want to redo it because it would take to much time. I'm like hes lost his mind. I'm paying him a pretty penny for his service. If I pay, what I want I shall get. Its different if hes doing me a favor but $1,00o is far from a favor on my end. I got so frustrated and told him I feel like I'm pulling teeth to try to get my site done and that Ive never worked with someone so unprofessional before. His response "And".
I have left numerous voice mails, emails, and text messages and he continues to ignore me. The one time I got him off guard and was able to talk to him about getting my money back. He said the reason he has not responded to me is because hes out of town. Hes been claiming hes out of town for practically the whole month of Jan. Being that he is a "Business Man", that is no excuse. When I was transferring the money in his account he was always available. He didnt miss one phone call. Now when I was trying to get the site done and now get my money back, hes to busy to answer emails or text messages. He told me when he returns he will mail me the money. I told him I dont trust him and I need him to deliver my refund the same way I delivered his payment, directly into the bank account. He said he doesn't do business like that and he has to mail me a check. I told him that I don't trust him and if he is to mail it then it needs to be overnight and I need a tracking number. When I said that he had nothing to say. Im still waiting to get my money.
