After cancelling account, still being charged then extorted by collection agency

We used People PC because it was cheap. When we opted to switch to broadband, we canceled our account.

Five months later we get a collection notice for charges of two months.
I called to find out why, they said I never canceled. I asked why they
didn't contact me if that were true, and they said they called but got no answer. I have voice mail. It was a blatant lie.

I then offered to pay the amount requested as it wasn't much, but on the condition they removed it from collections as I have a perfect credit score,
and they refused.

This is legal extortion and we as consumers must reprot this to:
