AmEx allowed fraudulent use of my card for 10 YEARS and said that it was all legal

In 1998, I used my American Express card to buy a years' subscription to an online continuing education site. It wasn't that great, so I didn't renew. They charged my card anyway. I disputed it, Amex reversed it. No problem, right? Wrong.
3 years later, I see that the same CEU company has charged my AmEx account. I report it as fraudulent, its reversed. They re-charge it every other month for the next 6 months, and I have to carefully monitor my bill and dispute it. I complain to AmEx, because this is fraudulent use. I report the card stolen and get a NEW account number. The fraudulent use continues. I complain to AmEx, and they tell me that there is nothing they can do.
Fast forward 10 years. I have been fighting fraudulent charges not only through my old AmEx green account, but AmEx allows this company to charge my new AmEx blue account WITHOUT my permission. Each time I contest the charges, I am reimbursed charges. I get tired of fighting and cancell my account.
6 months later, I get a collections notice. AmEx had allowed that same company to charge my account AFTER I had closed the account. When I call to complain, I'm told, "If you had reported it stolen, we could have prevented this, but you only cancelled the card. We allow charges by certain companies for 6 months after the account is closed."
So even though I have a 10 year DOCUMENTED history of fraudulent use of my account by this company, and I told you when I cancelled my card that the continued fraudulent use was WHY I was cancelling - yet AmEx STILL allowed the account to be charged by the same company?
Why is this not sounding kosher?
