Purchased and never received item

I purchased an item on december 26th from the site. I did everything that they asked for, and i have also used this site before and that time it was successful. But on the other hand this second purchase i did it hasnt been very successful. I gave them 3 weeks to ship the item but it was not sent. I checked my bank and i saw that they took out the money. It is a credit transaction. I tried contacting them plenty of time through email and customer phone number but via email they took along time only to find out that its all fake. The email stated that the item is being replaced and that it was taken cared of already. But i have not yet recived the item and would like to get in the bottom of this. Order number 13721, december 26th 9.5 timberland boots (royal blue) for $94.99, transaction number TR1230347578463, note left was "info defect" with no tracking number. Although i email ms. Ling plenty of times asking for the tracking number and she refuses to email back. I have all emails and bank transaction. Please
