Parking Enforcement, City Of LA & Staff Of CD1 Abusing senior citizens who cant afford to pay citations

I have to sue Councilman Ed. Reyes & Staff of CD1 in Los Angeles - Any suggestions on how to set up the complaint?

Between Oct and now I have been assessed with $335.00, $340.00, $55.00 and $255.00.in parking citations. I had contacted Reyes staff in October and they said they would look into it. Ms Susan Jimenez did not contact me. I contacted them and spoke with Ms Susan Jimenez, Ms. Sopia Jimenez and a male Field Deputy. Ms. Susan Jimenez was told to look into it by the Field Deputy, and contact me within a week.

Ms Susan Jimenez did not contact me and moved to another position. All of the original fines doubled. I called to speak with Reyes. Ms Sophia Jimenez said she would look into it. She told me she couldn't help me any further; just reducing the original citations to the original fee. She is still waiting to hear from Mr. Max Reyes supervisor of the Parking Enforcement office.

I said that unless I can speak to Reyes and he solves this problem, I will file action with municipal court to recover the expenses that I have incurred because Ms. Sandra Jimenez never notified the Parking Enforcement that the citations were in dispute. Tonight someone dropped a letter at my gate, supposedly from Reyes, saying that they have helped me as far as they can.

"At this point my office has done all it can do to secure a resolution for you" Paragraph 3, "In regard to the citation issued on November 25, in the amount of $255.00, we are still addressing this citation with the Department of Transportation." If you have any questions on a "city-related matter", please feel free to call my office at 213-485-0763"

I know that I can file for free, and have them all served for free, even if I have to bring him and the staff into the court. I cant pay the fines, tried to appeal and they screwed up my time to appeal. All of the fines will be appended to my automobile licenses; both of them.

As a senior, who has my placard stolen twice and cited for an "abandoned" motor home which I had smoged the day before and DMV tags the next day. I approached the officer and asked what she was doing and she said she was writing an ticket to have the vehicle impounded. When I asked the officer to wait until I went into the house and got my documents, she told me me "I haven't got time to deal with you. File a appeal." I am over 70, handicaped and living on $100 a month over my social security which is used to pay the rent.

My councilman get One Million dollars to spend on this community. He could get the tickets fixed if he wanted too. But I dont speak Spanish.
